Are these statements by the World Bank compatible or contradictory? As you will see in this chapter, the conceptualization and measurement of poverty is not straightforward. Poverty and development expert, David Hulme, pointed out in 2010 that in addition to around 1.5 billion people who lived in extreme income poverty of under US$1.25 a day (the internationally agreed poverty line of 2005), there were another billion or more who were above this line but under a second established poverty line of US$2 a day. Overall, Hulme estimated that 25% of the world’s population were living in extreme poverty (less than US$1.25 a day) with 47% of the world’s population living in poverty of less than US$2 a day (Hulme, 2010, p.45).

This chapter examines some of the discussions behind these global trends in poverty and poverty reduction. Specifically, we aim to:

outline the influential debates about world poverty since the mid-20th century

discuss contested causes, concepts and measures of poverty

interpret and reflect on quantitative data about poverty.
